WATERBURY-OXFORD AIRPORT FAR PART 150 NOISE STUDY Noise Compatibility Program Public Hearing Meeting Thursday, June 12, 2008, 6:30 p.m. to 10:45 p.m. Meeting Minutes Meeting Purpose: * To present the findings of the FAR Part 150 Draft Noise Study including the Noise Compatibility Program (NCP) for Waterbury Oxford Airport (OXC). * To solicit and answer public questions and concerns regarding the draft document. General Summary: * The Public Hearing was called to order at 7:00 p.m. by the meeting moderator Joe Cancelliere, Connecticut Department of Transportation (ConnDOT). Approximately 90 people were in the audience, including 5 elected officials, and 6 journalists. Mr. Paul McDonnell (Project Manager, Clough Harbour and Associates), Mr. David Head (Project Manager, ConnDOT), Mr. Derrick Ireland (Project Coordinator, Office of Rights of Way, ConnDOT), Mr. James Mason (Supervisor, Office of Rights of Way, ConnDOT), and Mr. Matthew Kelly (Manager, OXC) served on the panel which answered questions from the public. Mr. John Silva, Manager of Environmental Programs at the Federal Aviation Administration (FAA) was also present to answer questions. The entire meeting was recorded to provide an official transcript and it was also video taped by CT-N television. * Mr. Cancelliere explained the purpose of the meeting, public outreach efforts, availability and location of the Draft Noise Study, and ways of filing comments before the comment deadline of July 15, 2008. He introduced the panel and described how speakers could present their questions or comments in an organized manner after Mr. McDonnell's presentation. * Mr. McDonnell presented a brief summary of the Draft Noise Compatibility Program (NCP). He explained the recommended NCP measures including 3 Noise Abatement, 5 Land Use and 4 Implementation Measures. Mr. Ireland presented a brief overview of the voluntary property acquisition process. * Formal public speaker comments began at approximately 8:00 p.m. following the presentation. Elected officials were first offered the opportunity to comment and address to the attendees. The elected officials who chose to speak were Oxford First Selectman Mary Ann Drayton-Rogers, Town Attorney Steven Savarese for Middlebury First Selectman Thomas Gormley, Robert Michalek for Congressman Chris Murphy, Senator Robert Kane, and Representative Anthony D’Amelio. * Approximately 23 speakers (including 8 repeat speakers) presented their questions and comments for the record. The majority of the comments focused on the lengthy timeframe for the study, the property assessment process including Fair Market Value (FMV) of homes, the noise modeling, increasing noise traffic, ways to expedite the acquisition process, and impacts to the town of Middlebury. The panel members and Mr. Silva (FAA) responded to the questions. It was restated that all comments and questions received during this Public Hearing and until the close of comment period (July 15, 2008), including those written comments deposited in the collection boxes at this hearing and those submitted subsequent to this hearing via land mail or the study web site, will be answered in the Final Noise Study.
